TEHRAN – On Wednesday, the Russian Federation Council approved a strategic and comprehensive treaty between Russia and Iran, solidifying a growing partnership between the two countries.
The agreement was signed in January 2025 when Iranian President Masudo Pezeshkian made an official visit to Moscow and outlines a long-term framework for strengthening cooperation across various sectors.
A report from Russian news agency TASS shows the treaty cites an important step to strengthening the strategic alliance between Russia and Iran. The agreement aims to promote cooperation in defense, counter-terrorism, energy, finance, transportation, agriculture, culture, science and technology.
The treaty sets the stage for a wide range of significant ties that redefine both countries as strategic partners, address mutual concerns and strengthen joint efforts to tackle security threats in general. Both countries have exchanged information about these security issues, agreeing to assist each other in the event of external attacks, and expressly prohibiting attackers from helping them.
This landmark treaty provides a legal basis for the provincial territory and federal council to deepen cooperation between Tehran and Moscow, following ratification by Iranian parliament and Russian legislative bodies.
The treaty’s approval came shortly after the previous approval by the state’s territories on April 9th, solidifying the government’s position on this important international partnership. The treaty includes a range of collaborative efforts, from military defense strategies to technical exchanges, highlighting a shared vision of mutual support that challenges the international climate.
On the day the treaty was signed, both Russian and Iranian leaders announced it as a “breakthrough” in their bilateral relations. Russian President Putin praised it as a vital document leading to future cooperation, while Iranian President Pezeshkian called it the beginning of a new chapter in relations between the two countries across all areas of mutual interest.
One important feature of the treaty is its focus on the energy sector, particularly the joint development of oil, gas and peaceful nuclear energy. The agreement also calls for the establishment of an independent payment system that is not influenced by external parties, using national currencies in both countries.
Vyacheslav Volodin, the state’s chairman of the Duma, said the treaty not only strengthens bilateral relations, but also deepens coordination on global issues. He emphasized the importance of strengthening inter-parliamentary cooperation, including international parliamentary organizations and cooperative committees between state territories and the Iranian parliament.
Despite facing severe Western sanctions, Russia and Iran have been steadily and closely affiliated with each other in recent years. The treaty further strengthens its status as two key allies in geopolitical unstable regions, with the two countries trying to navigate international pressure and maintain their sovereignty over external enemies.
