Amidst important global developments, the close, continuous and reliable interaction between the Islamic Republic of Iran and senior officials of the Russian Federation serves the interests of both countries and contributes to regional and global peace and stability.
As part of the ongoing high-level engagement between Iran and Russia, his respected foreign minister of the Islamic Republic of Iran, Dr. Abbas Aragut, will travel to Moscow on April 16, 2025 to meet and consult with Russian officials, including his outstanding Russian civil servants and his Minister of Excellence and his Minister of Excellence. The main purpose of this visit is to convey a message written to President Putin from the leader of the Islamic Revolution.
The Islamic Republic and the Russian Federation have distinct and prominent features in terms of discourse (identity), geography (territories, population, minerals, energy resources), human capital (national spirit, popularity mobilization, reliability), and politics (governance model). Both countries simultaneously hold the material and immaterial elements of power and as independent and influential actors, playing a key role in global development, trends and future prospects.
Iran and Russia have long worked together to promote multilateralism, justice-oriented approaches and mutual respect, defending each other’s interests at international forums. In this context, the Russian Federation shares a common perspective with the Islamic Republic of Iran on many international issues, laying the foundation for a balanced and sustainable expansion of bilateral relations. One of the most important commonalities between the two countries is the deep wounds caused by unbound unilateralism in the West, highlighting the need for broader future cooperation.
Synergy and coordination between the two countries at the highest level is essential to addressing key regional and international issues, including:
1-Develop appropriate frameworks to further expand consultations within regional and global mechanisms, particularly within the Shanghai Cooperation Agency, BRICS and the Eurasian Economic Union.
2-Continuous mutual support in efforts to counter unilateral opposition and guide the international system in multipolar and multidimensional orders.
3- A wise conflict against hostile and unilateral Western sanctions.
4-Strengthening cooperation on Iran’s peaceful nuclear program and nuclear negotiations.
5-Intensifying joint efforts to combat international terrorism, organized crime across borders, human trafficking, illegal financial flows, and drug trafficking.
6-Continuous and outcome-oriented consultations in mutually beneficial regions, including Central Asia, the South Caucasus, the Caspian Sea, Afghanistan, West Asia and Africa.
The signing of the comprehensive strategic partnership treaty between the Islamic Republic of Iran and the Russian Federation on January 17, 2025, by the presidents of both countries, is one of the most important achievements in the relationship of Tehran Moscow, and is the product of three years of continuous negotiations and an exchange between the two parts. In this context, to outline the joint action plan and the (20-year) roadmap for achieving future strategic cooperation, the provisions must be introduced in practical effectiveness to identify drafts of collaboration and implementation documents in line with the framework of the macro clauses of the aforementioned documents.
Therefore, we hope that through our enthusiastic follow-up on the provisions of the Strategic Partnership Treaty, the relationships and interactions between the two countries will expand and develop further across all government and social levels in the near future.
As highlighted by the leaders of the Islamic Revolution, relations with neighboring countries and economic power such as Russia, China and India are rational policies in line with the national interests and priorities of the current period.
In this framework, the comprehensive Iran-Russia Strategic Partnership Treaty and Iran’s Observer Membership Signing in the Eurasian Economic Union are key factors that deepen economic ties, boost Iran-Russia’s trade volume and in parallel commercial activity. It is worth noting that a comprehensive free trade agreement between Iran and members of the Eurasian Economic Union will come into effect on May 15, 2025. This agreement will incur tariffs of more than 80% on goods traded between Iran and member countries, including Russia, Berals, Kazakhstan, and Russia, Berals, Kazakhstan, and other countries, including Kyrgyzstan.
Therefore, the foundations of Iran-Russia relations are now based on friendship and neighborhoods, and as time and circumstances progress, these ties are becoming increasingly intertwined and solid. The ratification of the Strategic Partnership Treaty by the Russian Parliament (the state Dumas and the Federal Council) is seen as another major step towards growing bilateral relations growth.
