In a letter to the President of the UN Security Council, the ambassador and permanent representative of the United Nations Amir Saede Irabani of Islamic Republic in Iran firmly refused to false accusations by the US representative and the Israeli regime at the emergency meeting on April 9 (9896th Conference).
Irabani said Iran’s Islamic Republic has never pursued a policy of destabilization in Syria and has always supported the country’s territorial integrity and national sovereignty.

No. 2459748 April 21, 2025
Your Honor,
I am writing to deal with more unfounded accusations by US and Israeli regime representatives of the Islamic Republic of Iran at the UN Security Council Emergency Conference with Syria (Conference 9896) on April 9, 2025. During the meeting, US representatives and Israeli occupation representatives accused Iran of making Syria unstable, and again leveled false and unfounded claims. The Islamic Republic of Iran has defied these unfounded allegations.
Iran’s Islamic Republic has never pursued a policy of discomfort in Syria. Iran has consistently advocated for the preservation of Syria’s sovereignty and territorial integrity. On the contrary, it has been for years that for many years have destabilized the country by violating counter-terrorism and territorial integrity, enabling and equipping terrorist groups, supporting the occupation of the Israeli regime, and pursuing its own geopolitical objectives. These well-documented actions cannot be whitewashed by relying on disinformation, distorting facts to mislead the international community, and blaming Iran.
Iran’s Islamic Republic has strongly condemned the Israeli regime’s continued violation of Syria’s sovereignty and territorial integrity, which is done with full support from the United States. Israel’s continued occupation of Syria’s Golan Heights remains a serious violation of international law. As confirmed in Security Council resolution 497, the imposition of Israel’s jurisdiction or administrative on the occupied Goran is “null and invalid and has no international legal effect.” The sustainability of this illegal occupation is a major obstacle to stability and safety in Syria and the wider region. Iran’s Islamic Republic is urging the Security Council to take urgent and decisive action to fulfill its responsibility under the UN Charter and to stop Israel’s violations. The Security Council must force the Israeli regime to end its occupation and to withdraw entirely from all Syrian occupied territory in accordance with international law and related UN resolutions.
I will use this opportunity to respond to the occasion by representatives of the UN administration dated February 20, 2025 to the Secretary-General of the Security Council and the President (S/2025/107). The letter cites Iran unfoundedly and injustice, and incorrectly insists on transferring weapons and funds to Hezbollah. Iran’s Islamic Republic firmly rejects this unfounded accusation. This is merely an excuse to justify Israel’s permanent violation of UNSCR 1701 (2006) and the blatant disregard for the ceasefire arrangement with Lebanon.
If you are circulating your current letter as a Security Council document, I should be grateful.
I hope you will accept my best considerations, Your Excellency.
