Thank you, President.
This is the first time my delegation has appeared on the floor this month, so I would like to congratulate France on my assumption of the Security Council presidency. We also praise Denmark for effective leadership and successful conclusions of the presidency in March. We would like to thank Envoy Pedersen and Vice-Chancellor Joyce Musya for their insightful briefings. We acknowledge his presence. Assad Hassan al-Shaibani at today’s meeting. In light of the evolving situation in the Syrian Arab Republic, I would like to create the following points:
First, Iran reaffirms its unwavering commitment to sovereignty, political independence and territorial integrity in the Syrian Arab Republic. We call for the immediate and unconditional withdrawal of all illegal foreign troops in Syria. Ending their profession is essential to restoring Syrian sovereignty and achieving lasting peace. In this context, the escalation of military attacks on the Israeli regime’s sovereignty and territorial integrity constitutes a blatant violation of international law, the UN Charter, related Security Council resolutions, and the 1974 Liberation Agreement, poses a serious threat to international peace and security. The latest UNDOF report confirms illegal intrusion into Israel’s buffer zone and details occupying forces’ abuse. At the same time, Israeli forces are entrenching their presence by establishing military front posts and promoting tourism in the occupied areas. It is clear evidence of their expansionist agenda. Israel’s purpose is to systematically destroy Syrian infrastructure and dismantle its military and defensive capabilities, and to ensure that Syria cannot protect itself from further attacks. Israeli offensive actions are possible only for the full political and military support of the United States. The United States is directly responsible for Israel’s continued violations. The Security Council must act now. Silence only encourages further attacks and immunity, as we have witnessed tragically in Gaza.
Second, despite the UN’s praiseworthy efforts, as highlighted by the ASG at today’s conference, Syria remains facing a severe humanitarian crisis. Approximately 16.7 million people, more than 70% of the population, needing assistance, the highest level since 2011. More than 7 million people have been evacuated internally, while millions are seeking evacuation from neighboring countries. Humanitarian efforts are underfunded. As of March 2025, only 10% of the $1.2 billion needed was raised. We are deeply concerned about the continued US sanctions against Syria. These sanctions are unfair. They block reconstruction, hurt the economy and prevent refugees from returning. They cause suffering throughout Syria’s population. We want their immediate and unconditional removal.
Third, we are deeply saddened on March 6th, the tragic loss of civilian lives in Latakia and Tartus, especially among the Alawian community. We support the Security Council’s call for an independent and transparent investigation. Syrian interim authorities must ensure accountability and protect all communities in line with international law.
First, Iran emphasizes the importance of fighting Syrian terrorism, particularly from foreign terrorist fighters (FTFs). These groups remain a serious threat to Syria and the wider region. The FTF must be returned to its country and be accountable under international law. Iran is ready to work with all responsible partners to combat terrorism.
Fifth, Iran supports a Syrian-led, Syrian-owned political process in line with Security Council resolution 2254 (2015). Peaceful solutions should include free and fair elections, national dialogue, and an inclusive government representing all Syrians. The United Nations must lead this process fairly, respecting Syria’s sovereignty.
Finally, Iran’s position in Syria is clear and consistent. We support a sovereignty, stable and unified Syria, free from terrorism, occupation and foreign interference. Iran has never taken any action to destabilize Syria or the region. Any attempt to distort Iran’s position is politically motivated and defied.
