The talks are expected to be chaired by Turkish Foreign Minister Hakan Fidan and bring together senior officials from all three countries. According to the Anadolu Agency, Ibrahim Kalin, director of the National Intelligence Organization (MIT) at Türkiye, will also be present.
The Russian delegations attending the meeting include Vladimir Medinsky, adviser to President Vladimir Putin, Deputy Minister of Foreign Affairs, Mikhail Gardin, Deputy Minister of Defense, Alexander Fomin and head of Igor Kostukov’s main staff, General Alexander Fomin.
The Ukrainian delegation includes Defence Minister Rustem Umerov, Foreign Minister Sergiy Kyslytsya, Vice-Chief of Security Services, Oleksandr Pokrad, and Vice-Chief of Foreign Intelligence Agency.
“The Russian delegation previously received a version of the memorandum of understanding on a peaceful resolution from Ukraine,” Medinsky said.

Meanwhile, Ukrainian President Zelensky said the Russians have not yet shared a “memorandum.”
Shortly after the bloody war began in February 2022, Türkiye was able to link Russia and Ukraine at the same table at Antalya and Istanbul in the same year, and in May 2025, three years later, the Russian and Ukrainian delegations were able to reconnect at the same table in Istanbul, Istanbul.
Negotiations between Russia and Ukraine took place on May 16th at the Dolmabas office of the presidency in Istanbul.
Both sides agreed to exchange 1,000 prisoners each, presenting detailed views on the possibility of a ceasefire and continuing negotiations.
The two countries announced that the prisoner swap agreed in Istanbul was completed on May 25th.
