The ambassador and permanent Amir Sayed Irabani were highlighted in a letter to the United Nations, which emphasized that Iran took proportionate defensive actions only on Israeli military targets and related infrastructure in the Self-Defense Forces under Article 51 of the UN Charter.

I would like to thank the chairman of the general meeting for convening this meeting. We also express our gratitude to the prominent representatives of Venezuela and the Republic of Eritrea, respectively, for submitting and introducing resolutions on International Day for unilateral enforcement measures.

As highlighted in the UN General Assembly in related resolutions, unilateral enforcement measures have a negative impact on international cooperation. The negative impact of unilateral enforcement measures has been linked not only to the economic relationships of the state, but also to that of private companies in all sectors such as the food industry, health, technology, civil aviation, and the environment.
The harmful and negative humanitarian effects of unilateral enforcement measures have manifested. Ultimately, and as highlighted by the UCM Special Rapporteur, such so-called “exemptions” do not exist in reality. Such “exemption” claims are false narratives aimed at biasing the illegal nature and serious consequences of these illegal measures against the population of affected countries. Nevertheless, the highly illegal nature of unilateral enforcement measures could not rule out such claims.

Unilateral enforcement measures violate many established international legal norms. These measures constitute a surprising violation of the fundamental principles of international law and the UN Charter, particularly those set out within the scope of sovereign equality and non-intervention. Unilateral enforcement measures undermine the rights and freedoms of the state to engage in international economic cooperation and choose the form of organisation of foreign economic relations. Such measures were illegal, could not be justified under misleading labels, nor could they be compared to UN Security Council sanctions that could be adopted in accordance with the Charter and in full compliance with international law.
From the foregoing perspective, a group of friends defending the UN Charter has submitted a resolution for consideration by today’s General Assembly. It aims to designate an international day for UCM to raise global awareness of the negative impacts of unilateral enforcement measures and promote international cooperation and respect for international law. We invite Member States to actively support the resolution.

In the current August international environment, established under the UN Charter, it would be tolerant if we didn’t refer to one of the continued serious violations of the UN Charter and one of the threats to international peace and security. On June 13, the Israeli regime launched an unprovoked, planned attack on Iran’s Islamic Republic, which is home to millions of people and kill hundreds of civilians, leaving more than 1,000 injured and killing hundreds of civilians, including women, children, scientists and university professors. Israeli criminal administration also committed terrorist acts by targeting peaceful nuclear facilities in Iran, which are under full IAEA supervision. These are undoubtedly all the red line horrifying crimes and violations.
No one is surprised by this type of abominable crime, as the genocide regime has demonstrated since the beginning of the modern era, its complete criminality and hatred of international law and the UN Charter. We strongly condemn the Israeli regime’s aggression, terrible crime and terrorist attacks. The Islamic Republic of Iran is not hesitant to exercise its right to self-defense under Article 51 of the UN Charter.
In conclusion, we want to take the opportunity to honor all of our people, including our fallen heroes, our senior officials who defended our country through the ongoing terrorist attacks of the Israeli regime.
Our message is clear. Don’t make any mistakes. Our people will not resolve to protect our homeland from the Israeli regime. It does not allow the administration to operate with immunity. The Israeli regime is fully accountable.
