Thank you, President.
We would like to thank Pedersen and Wosoln, directors of Ocha’s operations and advocacy department, for an insightful briefing into the Syrian situation.
First, Iran’s Islamic Republic reaffirms its unwavering commitment to sovereignty, unity and territorial integrity in the Syrian Arab Republic. I strongly oppose any attempt to undermine Syria’s national sovereignty or fragment its territory, whether direct or indirect. In this respect, we warn Israel’s dangerous and unstable agenda aimed at separating Syrian southern states from central government authority. Such illegal activities constitute a clear violation of international law, the UN Charter and Security Council resolutions, threatening regional stability. This Council must decisively reject all such schemes and reaffirm its commitment to the principles set out in the UN Charter.
Second, we are deeply wary of recent outbreaks of violence in Svaida, which has resulted in the loss of civilian lives and damage to critical infrastructure. We express our support for the interim government’s efforts to restore stability and encourage rapid and transparent investigations fully implemented in accordance with the rule of law. We also note the findings related to the mass murder of Latakia and Tartus against Alawis. Accountability must also be ensured for these crimes. In dealing with both Suweida violence and coastal attacks targeting the Alawite community, we emphasize that justice must be pursued through reliable mechanisms without foreign interference or political manipulation.
Third, we fully respect the rights of all minorities and the resolution of internal differences through comprehensive dialogue. Denominational violence undermines public confidence in the political transition, which must be inclusive and nationally owned. Uniform and diverse Syria is essential for lasting peace and stability.
Fourth, recent Israeli airstrikes and attacks targeting Damascus and southern Syria are not only blatant violations of international law and Syria’s sovereignty and territorial integrity, but also undermine vulnerable political processes and further complicate efforts to dialogue and reconciliation. Israel’s illegal occupation of Syria-Golan and the continued violation of Security Council resolutions must end. This council cannot remain indifferent to such attacks.
Fifth, in humanitarian circumstances, we continue to be deeply concerned about the worsening situation in Svaida and other regions. The shortage of food, water, fuel, medicine and other essentials is amazing. We commend the efforts of OCHA, the UN agencies and our humanitarian partners to provide life-saving support. We urge all donors to generously contribute to Syria’s 2025 humanitarian response priorities, particularly in light of significant funding shortages. We are deeply concerned that in 2024, only 36.6% of the Syrian Humanitarian Response Program will be funded.
Sixth, we welcome all steps to lift the illegal, unilateral sanctions imposed on Syrian people. These illegal activities have significantly exacerbated the humanitarian crisis, hampered reconstruction efforts, and crippled economic recovery. The removal of them is essential to enable the restructuring of Syria and create conditions that will encourage safe and dignified interests for refugees and internally displaced people. However, lifting sanctions should not be used as a tool for political coercion or linked to intervention in Syria’s internal affairs.
Finally, there is no military solution to the Syrian crisis. The only viable path forward is through a Syrian-led, Syrian-owned political process, driven by the United Nations and based on the core principles outlined in Resolution 2254. It supports a continuous, comprehensive dialogue that respects Syrian sovereignty and national institutions and promotes reconciliation between all segments of society. The Islamic Republic of Iran is fully committed to working constructively with its UN and regional partners to support the peace, justice and full recovery in Syria, free from occupation, terrorism and foreign interference.
