Statement by
He is Amir Said Irabani
Permanent Representative of the Islamic Republic of Iran
High-level international conferences for peaceful settlements of Palestine issues and implementation
2-State Solution
New York – July 28th-30th, 2025
president,
A well-known colleague,
For nearly 80 years, significant concessions have been given to the occupation regime of Palestinian territory. The policy of reconciliation has proven ineffective in achieving peace, instead legalizing and strengthening the expansionist policy of the Israeli regime. Since 1947, occupation and annexation of Palestinian territory and the establishment of illegal settlements has continued. Violations of Palestine’s inherent rights have been exacerbated. Furthermore, Syria and Lebanon’s territory lies under Israeli occupation and constant attacks.
The Gaza Strip was returned to Kura Rub by the regime, and thousands of residents were brutally massacred. Meanwhile, the regime intends to annex the West Bank to previously occupied Palestinian territory. Moreover, the so-called Ibrahim Agreement has proven unworthy to accompany the peaceful settlement of the Palestine issue. Rather, it simply encouraged the regime to continue to strengthen the precarious policies of Palestine and beyond.
There is not a single UN solution to the Palestinian question that has been treated with respect by the Israeli regime. Meanwhile, the administration benefits from the US unwavering support on the Security Council, casting around 50 vetoes to protect it from justice and accountability. Needless to say, the unidentified flow of weapons to Israel has allowed the regime to continue genocide in Gaza and war crimes in the wider region.
The regime’s atrocities further expanded into the territory and sovereignty of the Islamic Republic of Iran, in violation of international law and the UN Charter. From June 13th to 25th, 2025, Iran’s key infrastructure, scientists, civilians including women and children, civilian objects, and the IAEA’s protected nuclear facilities were targeted by unprovoked attacks by the Israeli regime, which had settled into direct US involvement.
president,
A well-known colleague,
We repeat the Islamic Republic of Iran’s unwavering support for the Palestinians and their right to self-determination without guilty. Iran is a firm believer in resisting apartheid, supreme arrogance, foreign intervention and profession while pursuing and promoting a peaceful reconciliation of conflict. Over the past two years, Iran has permanently called for an immediate and unconditional ceasefire in the Gaza Strip, repeatedly warning the international community against the ripples of conflict over the wider region if Israeli attacks and cruelty persist.
The Charter provides for the principles of self-determination and places the UN on the obligation to respect the right to freely choose to become a master of its destiny. Following this conviction, the Islamic Republic of Iran reaffirms the principle that peace and security in the region can only be achieved through the establishment of an independent, sovereign state. Therefore, Iran has registered a plan to hold a national referendum among the Palestinian people to determine its future as the most democratic pathway to resolve the Palestinian issue included in Document S/2019/862.
president,
What the Palestinians have achieved so far on the political scene is undoubtedly the result of Palestinian blood and sacrifice in their land’s sacred resistance to the Israeli regime and its enablers. Due to their sacrifices and the blood of thousands of innocent Palestinians who have been massacred by the regime in the last two years, futile efforts to write down the Palestinian cause on the international stage have absolutely failed.
president,
The Islamic Republic of Iran firmly believes that a true initiative to realize the inevitable rights of the Palestinian people must include the following core principles:
First, just and lasting peace in Palestine can only be achieved by fully realizing the inherent rights of Palestinians to their own self-determination and the perfect end of occupation, apartheid, and all forms of colonial rule. Resurrected failures and unreliable formulas merely justify aggression and entrench injustice. Peace must be based on a realistic and democratic approach. Otherwise, it is destined to fail. Iran is willing to fulfill its responsibility to support this mere approach.
Second, an immediate and unconditional ceasefire must be implemented. It is necessary to ensure complete, unhindered and sustained humanitarian access to Gaza and all occupied Palestinian territory without delay. We must follow a permanent ceasefire, including the reconstruction of Gaza, which fully respects the rights of Palestinians.
Third, all forms of forced displacement, including so-called “security zones,” buffer zones, or attempts to force Palestinians to other places or to third countries, are denied denied. These illegal ideas constitute a serious violation of international law and should not be normalized under the pretext.
Fourth, Palestine admission as a full member of the United Nations must be prioritized. The Security Council under Article 4 of the UN Charter is obligated to recommend membership in Palestine. This long overdue recommendation supports the principles set out in the Charter and reflects the overwhelming will of the international community, as expressed in the General Assembly resolution. This process should not be hampered by the narrow interests of a single member state. The General Assembly is the most representative body of the United Nations and must assume a legitimate role in this regard.
Fifth, the occupation regime must be fully responsible for systematic and widespread violations of international humanitarian and human rights law, including war crimes, genocide, ethnic cleansing, its long-term illegal occupation and apartheid policies. There is no form of immunity or immunity to protect such a terrible violation. In light of the continued rebellion of the UN Charter and resolutions, the Israeli regime must face targeted sanctions and halts of UN membership in order to protect the integrity and reliability of this organization.
Attempts to normalize relations with Israel’s occupation regime are the betrayal of international law and justice, as long as it continues to illegal occupation and atrocities. Such actions undermine regional and international peace and security, confer unfair justification regarding the criminal practices of the Israeli regime, and further blaze it out of serious violations of international law.
We seek sustainable solutions and warn that solutions rooted in fraud, apartheid and inequality are not sustainable.
