Senate.
The full letter is as follows:
Greetings,
The families of Iran’s 23,000 terrorist victims learned deeply regretting their visit to Rome on July 30, 2025, by the leader of the infamous terrorist group (MEK) at the invitation of a particular Italian politician. The visit comes as the group’s trials continue actively in Tehran. Many families attend court sessions.
MEK has a long and documented history of terrorism and violent activities. For years it was listed as a terrorist organization by the European Union, the US and the UK. During the Iran-Iraq War, the group sided with Saddam Hussein and launched attacks on Iran and subsequent Iraqi civilians. He is in charge of the deaths of thousands of Iranian citizens and, as mentioned above, is currently on trial in Tehran. Several reports from European and American security agencies in recent years highlight the involvement of MEK in criminal activity, including money laundering, internal human rights abuses and violent behavior. Nevertheless, many Italian politicians provided their support to the group and organized promotional events in Italy. These include recent awards presented to MEK members by the Vice-Chairman of Parliament, as well as planned speeches by leaders of Italian Parliamentary groups. These actions, including exhibitions and political propaganda events that involve politician participation, are deeply troubling and unacceptable, especially considering the role of MEK in the mass murder of thousands of Iranians.
Such support not only contradicts Italian anti-terrorism law and the EU’s legal framework, but also poses a threat to public security and violates Italy’s international obligations.
Violation of Italian counterterrorism law
Under Italian criminal law, actions aimed at destabilizing the public order or spreading fear among the population are defined as terrorism. Providing financial, logistical or advertising support to a terrorist group is a crime punishable by long-term incarceration. Public recognition by Italian politicians, such as inviting MEK members and promoting them in media and public forums, could constitute a violation of these laws by promoting groups with long records of violence and sabotage. Furthermore, public promotion or dissemination of terrorist activities through media and public channels is punished by law. The public defense of the MEK by Italian lawmakers and senators, as well as the organization of events that support the group, particularly given the continuing act of sabotage in Iran through so-called “rebellious units,” and the fact that its leader, Massoud Rajavi, actively incites armed violence against Iranian military and civilian targets.
Your excellence,
You also know that the European Union has a comprehensive legal framework to combat terrorism. This requires member states to criminalize support for terrorist groups, including promotion, recruitment and resource provision. MEK was removed from EU terrorists in 2009, but this was by a judicial ruling and not in support of its actions. At the time, several EU officials warned about the true nature of the group and the risks it posed. Delisting should not be mistaken for a change in the nature of the group. It also reflects dangerous double standards when dealing with terrorism.
Several reports from European security agencies continue to highlight MEK’s illegal activities, including money laundering and internal abuse. Supporting the group by Italian politicians could amount to a violation of Italy’s obligations under EU law. In particular, it corresponds to a prohibition against publicly promoting or encouraging terrorist activities.
Furthermore, the EU emphasizes the importance of preventing the activities of member or third countries’ security threatening groups.
His excellence,
Support for certain Italian politicians to the MEK can have serious consequences, either due to ignorance of anti-terrorist laws or political motivations. These actions could have a negative impact on the psychological safety of Italian citizens by questioning Italian commitment to combat terrorism, risking to undermine long-standing historical ties between Iran and Italy, and encouraging the activities of groups that openly promote violence and obstruction. Such illegal support contradicts the spirit of friendship, sharing the civilised values that have historically bound our two countries, especially when they come from parliamentary representatives, considered the voice of the Italian people.
We respectfully urge the families of Iranian terrorist victims, who have suffered decades from MEK’s violent and criminal activities, to take necessary measures to halt illegal support for the MEK in accordance with Italian anti-terrorism law and the European Union. These measures should include investigating the actions of politicians who supported the group, banning their members from entering Italian territory and banning propaganda events in public forums. Reports show that 12 front organizations belonging to MEK are currently active in Italy. We request a thorough investigation into their activities.
It also calls on President and lawmakers and Senate members to provide fair and equal opportunities to share direct accounts and evidence to the families of MEK’s numerous terrorist attacks, as they have repeatedly provided platforms for members of this well-known group.
As a key member of the European Union, Italy has the opportunity to maintain its commitment to combat terrorism and prevent actions that promote violence and instability, even if these actions directly target countries outside of Italy.
The letter will be submitted as an official protest of Italian judiciary and parliament to prevent the continued support of this illegally and to ensure justice for the victims of MEK terrorist acts. In this regard, I would like to honorably request a clear response and immediate enforcement of anti-terrorism laws.
From the heart,
Habilian Association
