He said the French government ignored its own long-standing role in undermining the non-proliferation regime.
In a letter to the President of UN Secretary-General Antonio Guterres and the UN Security Council on August 7th, Said Irabani returned to France after fulfilling his disarmament obligations under Article VI of the NPT and helping to enable the Israeli regime’s unpublished nuclear weapons program.
Below is the text of his letter:
In the name of God, the most compassionate and most merciful
Your Honor,
I write in connection with a statement submitted by a French representative at the Security Council Conference of 9973, held on August 6, 2025. At the conference, the French representative made an unfair, provocative and politically motivated reference to Iran, claiming that the so-called “Iranian proliferation crisis” was exacerbating in ignorance of international law.
Such unfounded allegations are not only completely irrelevant to the subject matter of the meeting convened to deal with the mandate and work of the committee in 1540, but also represent a deliberate distortion of the facts. Iran’s nuclear program remains peaceful and completely transparent only. Iran continues to respect its obligations under the NPT.
It is very sad and hypocritical for France, a NPT party and a permanent member of the Security Council, to express concern over Iran’s peaceful nuclear program, ignoring its long-standing role in undermining its non-enhancing regime. France was unable to fulfill its disarmament obligations under Article VI of the NPT, helping to enable the Israeli regime’s undeclared nuclear weapons program. To this day, France has remained silent about Israeli nuclear weapons, has never called for joining the NPT, nor has it condemned an aggressive attack on Iran’s IAEA Safeguard nuclear facilities on June 12, 2025.
If France really cares about the nuclear non-proliferation regime, it must end double standards and hypocrisy, clearly request that Israel be accused of the Non-Proliferation Treaty (NPT) without delay, and deploy an undeclared military nuclear programme under the full scope of the International Atomic Energy Agency (IAEA).
We should be grateful that the current letter is spreading as a security board document.
