In a letter to the Security Council regarding terrorist attacks in Sistan in southeastern Iran and Balchestan, the envoy said the Islamic Republic would call on the Security Council and the UN Secretary-General to condemn the heinous terrorist acts in the strongest possible terms and not blurred.
Irabani said double standards or selective approaches in condemning terrorism are unacceptable and only undermines the reliability of the Security Council.

In the name of God, the most compassionate and most merciful
Your Honor,
In a letter dated July 28, 2025 (A/79/978-S/2025/489), I also write to draw urgent attention to yet another violent terrorist attack committed by Jaish Al-Adl, an armed terrorist group in Iran’s Islamic Republic.
Earlier this afternoon on August 22, armed terrorists from Jaish al-Adore ambushed two vehicles carrying Iranian law enforcement officials in the Deiman district of Iranian Sharra, Sistan and Balchestan provinces. This co-ill assault led to the martial teaching of five police officers.
Jaish Al-Adl’s terrorist group has publicly and explicitly argued responsibility for this crime. The atrocity followed another wild terrorist attack on July 26, 2025, when three armed members of Jaish Al-Adl launched a coordinated attack in the courts of Zahedan, the capital of the province of Sistan and Balchestan. In the intentional targeting of civilians, six innocent people, including their mother and her six-month-old baby, were tragically lost their lives, and 24 were injured.
These horrifying crimes, which intentionally targeted law enforcement officials, civilians, and even children, are serious violations of international law, including international humanitarian law, who once again expose the inhumane, terrorist and extremist nature of Yashal Adol, pose a serious threat to bring peace and security to the region. The terrorist group continues to operate with blatant liability for linking and retreats to Daesh-K and foreign sponsors.
The Islamic Republic is urging the Security Council and the Secretary-General to clearly condemn this heinous terrorist act on the strongest possible terms.
Double standards or selective approaches in terrorist condemnation are unacceptable and only undermine the reliability of the Security Council. Furthermore, those who provide support, shelters, or promotion in any form of such terrorist groups must be fully responsible for their crimes and fully accountable.
I would like to thank you for distributing this letter as a general assembly document under Security Council and Agenda Item 110 as a “measures to eliminate international terrorism.”
