Ali Baleini raised concerns during Wednesday’s UN Disarmament Conference session on recent developments in Latin America and the Caribbean.
He said the US’s hostile and provocative actions against Venezuela raised “serious threats to international peace and security.”
Bareini even tried to assassinate legal officials, referring to years of illegal sanctions, unilateral enforcement measures and Washington’s efforts to overthrow the Venezuelan government.
“Now, with the deployment of naval fleets and nuclear submarines in the Caribbean, the United States is openly threatening Venezuela’s political independence and territorial integrity,” he warned.
He emphasized that such actions constituted “a blatant violation of the fundamental principles of international law, particularly Article 2(4) of the UN Charter.”
He added that the United States is also violating provisions regarding peaceful settlement of conflicts (Article 2(3)) and non-interference in the internal affairs of the state (Article 2(7)).
“The purpose of establishing the United Nations was not to force or pressure, but to promote the rule of law and international law in relations between states,” Baleini said, citing the June US attack on Iran’s peaceful nuclear facility in coordination with Israel as further evidence of Washington’s neglect of diplomacy.
The envoy emphasized that threatening the non-nuclear party to the NPT with a nuclear submarine made up of permanent UN Security Council members is a serious blow to disarmament and non-proliferation.
He also said the US move violated the Treaty of Tlaterolco, which establishes nuclear-weaponless zones in Latin America and the Caribbean.
