“The Islamic Republic of Iran remains ready for constructive involvement, and the only way to reach an agreement is through the provision of strong, objective and verifiable assurances for the full and effective lifting of sanctions,” Najafi said on Wednesday, addressing the IAEA committee session.
The ambassador criticized Britain and Germany, collectively known as E3, for violating United Nations Security Council resolution 2231, which supports Iran’s nuclear deal and undermines diplomacy.
“Since the implementation of the JCPOA in 2016, the US and E3 have not only failed to meet their obligations, but repeated negligence and hostile measures have disrupted Iran’s efforts to normalize trade and economic relations,” he said.
Najafi pointed to a series of IAEA reports confirming Iran’s cooperation, saying the state has provided the highest level of access to inspectors. “This is explicitly recognized in 15 consecutive reports, including the most recent,” he noted.
He said the halt of verification and surveillance activities in Iran was the result of illegal US and Israel attacks on protected nuclear facilities. Najafi said the IAEA itself has withdrawn its inspector due to security concerns.
The ambassador stated that E3 misuses the “snapback” mechanism to distort reality and push forward biased narratives, adding that efforts to invoke a dispute resolution mechanism under resolution 2231 are legally invalid.
“These positions represent not only a serious violation of commitment, but can also be disqualified from these countries as trusted participants in the contract,” Najafi said.
On August 29, the JCPOA’s European party triggered a countdown of automatic returns on UN sanctions, including a comprehensive arms embargo and Iran’s major banks and shipping restrictions.
