The heads of state representing the Arab League and Islamic Cooperation Organization (OIC) were convened last Monday for an extraordinary summit in Qatar’s capital Doha.
This high-level meeting came just six days after Israel struck on a building in the city where negotiators from the Palestinian Hamas resistance were engaged in debate over the US peace proposal in Gaza.
The summit agenda, convened with Qatar’s invitation, centers around Israeli airstrikes in Doha and the permanent violation of the regime of Palestinian rights within the war-torn Gaza Strip and the occupied West Bank.
The final communicature that spread to Qatar’s official news agency faced off against residential areas in Qatar’s capital, an illegal attack on coronavirus disease carried out by Israel on September 9, 2025. Schools, nursery schools and diplomatic missions have resulted in injuries to martial artists and civilians, including Qatari citizens.
According to the Communique, the attack constitutes a prominent act of attacks directly targeting Qatar, and also represents a serious escalation that exposes Israel’s aggression, thereby adding another entry to a criminal history that threatens regional and international peace and security.
Top Arab and Islamic officials have reaffirmed their absolute support for Qatar’s sisterhood. This serves as the primary mediator in the ongoing efforts to secure a ceasefire and end the war in Gaza. They also reaffirmed the unified stand with Qatar in confronting Israeli invasions.
Furthermore, in the face of repeated Israeli violations, the Communique expressed strong criticism of the international community for its silence. They said the silence threatened that Israel would cling to its attacks, establish further blatant violations of international law, thereby perpetuating a policy of immunity, weakening the international judicial system and dismantle the global order based on rules.
Arab and Islamic heads of state issued calls for emergency action by the international community to stop repeated Israeli attacks in West Asia, and they issued warnings about the serious consequences of continuing international inactions that curtail Israel’s aggression.
The warnings included attacks on Qatar, continued and escalating brutal attacks on the occupied Gaza Strip, continued reconciliation practices in the West Bank, and attacks on Lebanon, Syria and Iran.
Regional dynamics change
In a major escalation, Israel’s recent invasion of Qatar airspace and subsequent strikes on sovereign territory have elicited widespread condemnation and significantly altered the dynamics of the region.
The operation, considered by many as a blatant violation of international law, has backfired strategically and could halt the vulnerable normalization process between Israel and several Arab countries.
The attack served as a catalyst, consolidating regional blocs and prompting an emergency joint summit between the Islamic Cooperative Organization (OIC) and the Arab Federation in Doha.
The rally produced a strong, unified response that was considered a critical set-off for Israel’s so-called diplomacy.
Analysts consider the decision to target Qatar, a member of the Persian Gulf Cooperation Council and a key mediator, as a serious miscalculation.
This action was widely seen as part of a larger pattern of attacks that ignored national sovereignty rather than isolated incidents.
This perception brings consensus between Muslims and Arab countries, indicating that obvious Israeli actions are increasingly seen as a regional threat.

Doha Consensus: Strategic Shift
The results of the emergency summit showed a critical shift from previous, more fractured local responses.
Participant states issued strong, unified condemnations labelled Israel’s actions as threats to international security.
The resolution went beyond rhetorical criticism to demand concrete action. These calls included comprehensive international sanctions and retirement of economic and diplomatic relations.
This dynamic forced certain governments with existing ties to Israel to publicly align with solidarity, reflecting broader public opinion across the Islamic world.

Normalization project will be stopped
The most immediate and prominent outcome of the crisis was the effective collapse of the normalization project. The possibility of many debates in the deal between Israel and Saudi Arabia, the central purpose of Israeli and American diplomats, is now widely regarded as being out of the table indefinitely.
This series of events reinforces the long-declared narrative by Israeli enemies, claiming that normalization is a futile effort to strengthen Tel Aviv’s criminal jurisdiction.
Israel’s recent military attacks on Qatar have proven to be a strategic mistake with serious consequences. It has brought the Palestinian issue back to the forefront of regional diplomacy and shattered the illusion of diplomatic integration under the current framework.
The strong consensus reached at the Doha Summit conveys a clear message. The future of this region is shaped by its leading actors and owners.
