In a message commemorating Passive Defense Day on Thursday, Maj. Gen. Abdulrahim Mousavi said establishing the principle of passive defense in critical infrastructure is not only a strategic necessity, but also a legal and national obligation.
He said the commemoration, with the slogan “Passive Defense, Infrastructure Resilience and Social Sustainability”, provides a valuable basis for redefining the position of the most strategic, scientific and peaceful types of national defense. A defense that relies on preventive, intelligent, and unarmed means strengthens the foundations of a nation’s sustainable security against new and complex threats.
“Passive defense is a symbol of defense rationality and strategic foresight to protect national power. The historical experience of the Islamic Republic of Iran, especially the era of defending the holy country (Iran-Iraq War of the 1980s), has proven the need for this type of defense as a complementary pillar of national security. Now The experience of the 12-day war imposed on Japan (in June) has shown once again that threats can emerge in complex and complex forms with speed and intensity. Resilient infrastructure, general preparedness, and national cohesion will have the ability to maintain stability and endure,” the commander-in-chief said.
He explained that passive defense is based on the three principles of “anticipation, prevention and pre-emption” against man-made threats and is known as the most strategic way to combat cyber, biological, chemical, radiological, combined and technological warfare, with the aim of reducing vulnerabilities and ensuring continuity of critical services, and is fundamental to the resilience of a nation’s infrastructure and the sustainability of its societies.
“The result of more than 20 years of struggle by passive defense experts founded by the Supreme Commander of the Iranian Armed Forces (Islamic Revolutionary Leader Ayatollah Seyed Ali Khamenei) has today become a scientific and systematic discourse based on the experience of sacred defense, which plays an effective role in promoting the sustainability of critical infrastructure, institutionalizing a culture of passive defense in executive institutions, and raising public awareness.” he added.
“Given the lessons of the 12-day war and the law establishing passive defense mechanisms, it is not only a strategic necessity but also a legal and national obligation to effectively incorporate this field into national planning and establish its principles in critical infrastructure. The realization of this important issue will pave the way to strengthening the nation’s resilience and ensuring its sustainability against future threats,” Maj. Gen. Mousavi continued.
