In a letter to UN Secretary-General Antonio Guterres and UN Security Council President Michael Imran Kanu on November 7, Amir Saeed Iravani denounced “irrefutable evidence” of US responsibility for the June 2025 Israeli attack on Iranian territory.
The ambassador noted that US President Donald Trump recently said he was “in charge” of the operation, saying the statement exposed direct US involvement and contradicted previous US denials.

In the name of God, the Most Merciful, the Most Merciful
I am writing to draw the attention of you and the members of the Security Council to the recent statements of the President of the United States that explicitly and publicly acknowledged his leadership and the responsibility of the United States for the 12-day act of aggression and criminal war waged by the Israeli regime against the Islamic Republic of Iran from June 13 to June 24, 2025. On Thursday, November 6, 2025, President Donald J. Trump told reporters: The first attack was very powerful. “It was a great day for Israel because when Israel first attacked Iran, that attack caused more damage than all other countries combined.”
This statement constitutes clear and irrefutable evidence of the direct involvement, leadership, and command responsibility of the United States in organizing, directing, and enabling Israel’s unlawful military aggression. These criminal aggressions were grave and flagrant violations of Article 2(4) of the United Nations Charter, the absolute norm prohibiting the threat or use of force against sovereign States and international humanitarian law, and resulted in the death and injury of numerous civilians, destruction of civilian infrastructure, and significant damage to Iran’s secure and peaceful nuclear facilities.
Moreover, this clear admission by the President of the United States regarding his leadership and direct involvement from day one in the Israeli regime’s military aggression against the Islamic Republic of Iran clearly and unequivocally exposes the falsity of a previous statement made by the U.S. Secretary of State on June 13, 2025, which deceptively claimed that “we are not involved in an attack against Iran and our top priority is to protect U.S. forces in the region.”
Given that this criminal confession by the highest authorities of the United States is clear, legally consequential, and irrefutable evidence establishing the United States’ international responsibility and liability for these acts of aggression, the United States and the Israeli regime bear full and joint responsibility for their invasions and the resulting loss of innocent life, widespread destruction of civilian property and infrastructure, and intentional targeting of secure and peaceful nuclear facilities. This reaffirms the inherent sovereign right of the Islamic Republic of Iran to pursue all available international legal means to ensure that the United States and its officials are held fully accountable and to seek full reparation, including reparations, in accordance with international law, for the injuries, damages, and losses caused to the Islamic Republic of Iran and its people, as well as for all those who lost their lives.
