In a letter to UN Secretary-General Antonio Guterres and UN Security Council President Michael Imran Kanu on November 11, Saeed Irabani strongly rejected claims that Iran had transferred arms to non-state actors or engaged in activities aimed at destabilizing the region, calling the allegations part of a “deliberate disinformation campaign.”

Your Honor,
I am writing with reference to statements made by representatives of the United States and the Israeli regime at the United Nations Security Council Public Debate on “Small Arms and Light Weapons” held on November 10, 2025. In it, they made baseless and politically motivated allegations against the Islamic Republic of Iran. The fabrication was clearly intended to distract the international community from its own illegal acts, including unprovoked wars and acts of aggression against our country. the ongoing invasions and brutal crimes committed by the Israeli regime in the occupied Palestinian territories and other parts of the region;
The Islamic Republic of Iran categorically rejects all false claims made by representatives of the United States and the Israeli regime regarding arms transfers to non-state actors and efforts to destabilize the region. While these baseless accusations are part of a deliberate disinformation campaign aimed at falsely portraying Iran as a source of instability, the real cause of insecurity and instability in the region stems from the Israeli regime’s aggressive and illegal destabilizing actions, fully supported by its main supporter, the United States. Iran’s regional policy is transparent, lawful, and consistent with international law and the objectives and principles of the United Nations Charter.
The Islamic Republic of Iran also categorically rejects the baseless and politically motivated claims made by the Ukrainian delegates at the aforementioned conference regarding the transfer of arms to the Russian Federation for use in the Ukraine conflict. Iran’s position on the Ukraine conflict has been consistent and will remain unchanged.
The Islamic Republic of Iran, in full compliance with international law and the United Nations Charter, has consistently and unequivocally advocated a peaceful solution through genuine dialogue and diplomacy.
