The front of the bus was badly damaged and several passengers were trapped inside.
Chevara Hospital Superintendent Rajendra Prasad said the 20 bodies have been moved to the mortuary and will be handed over to their families after verification.
The accident occurred a day after a minibus carrying passengers crashed into a parked truck in the western state of Rajasthan late Sunday, killing at least 15 people and injuring two others, ABC News reported.
Officials said the passengers were returning to the desert city of Jodhpur after offering prayers to Hindu gods in the pilgrimage town of Korayat.
The dead included 10 women, four children and the driver, senior government official Shweta Chauhan told The Associated Press. The injured have been admitted to a local hospital for treatment.
After the accident, the Tempo Traveler minibus was found with the victims trapped in chunks of metal, Chauhan said.
Senior police officer Kundan Kanwaria said the driver tried to overtake another vehicle but crashed into a truck parked on the highway.
“It appears that the driver was not even able to apply the brakes before hitting the truck,” Kanwaria said.
