“Indeed, #E3 does not have a legal or moral right to launch the so-called #SNapback mechanism to reimpose previous anti-Iran sanctions,” wrote Mikhail Ulinov, a permanent representative of Russian international organizations in Geneva, in response to Iranian Aragitz’s letter to UN Chief Antonio Guterres.
“In a letter addressed to EU High Rep Kaja, president of the Security Council and UNSG @Antonioguterres, a member of the Security Council, I outlined why E3 lacks legal, political and moral status that evokes the mechanisms of JCPOA and UN Resolution 2231 (2015).
Through their actions and statements, including providing political and material support to the recent provocative and illegal military attacks of the Israeli regime and the United States. Rejection of the main pillars of the JCPOA. And their longstanding failure to support their commitment, E3 has abandoned its role as a “participant” in the JCPOA and attempted to revive the UNSC resolution that was terminated.
Iran spent a very long time responding to the unilateral US withdrawal from the JCPOA and persuading other “participants” to return to compliance with their obligations, first using up the dispute resolution mechanisms of the agreement before implementing the relief measures under paragraph 36 of the JCPOA. However, E3 has disrupted their commitments and has actively contributed to the so-called US “maximum pressure” policy, and, more recently, military attacks on our people. An actor with such a record must be the last actor to assert “integrity.”
E3 cannot undermine the credibility of the UN Security Council by abuse of resolutions that they themselves have not committed. E3 took note of his advice to the United States in a letter on August 20, 2020, saying, “Please refrain from acting only to deepen the division of the Security Council or to seriously adversely affect its work.”
As emphasized in my letter, “Iran can beat the paranoid “dirty work,” but it has always shown that it is ready to reciprocate meaningful diplomacy in good faith.”
