Sheikh Mohammed bin Abdulrahman Al Thani told an international conference in the Qatari capital that a US-led international mediator was working “to force progress” on a second phase to solidify the agreement.
“What we have done now is a pause,” he told the Doha Forum. “It can’t be considered a ceasefire yet.”
“A ceasefire cannot take place unless Israeli forces are completely withdrawn, stability is restored to Gaza, and people can move in and out, but that is not the case today,” he said, according to French newspaper France 24.
The ceasefire halted heavy fighting in the two-year war, but Gaza health authorities say more than 360 Palestinians have been killed by Israeli shelling since the ceasefire took effect in October.
In another incident of violence, two Palestinians were killed in an Israeli airstrike northwest of Gaza City, Shifa Hospital said.
The report added that the first phase of US President Donald Trump’s 20-point peace plan went into effect on October 10.
