Tehran – Iranian universities are investigating the possibility of developing scientific and research cooperation with Chinese and Russian institutions under strategic partnerships with both countries.
At a meeting held in China on Thursday, Deputy Minister of Science, Research and Technology Saeed Habiba and Secretary-General of the China Scholarship Board, Sheng Jianxue discussed ways to develop scientific cooperation between universities in the two countries.
The conference focused on holding joint academic courses, exchanging professors and students, expanding government scholarship programs, expanding technical relationships, scientific interactions and sharing expertise.
During the meeting, Habiba detailed academic and scientific possibilities, as well as Iran’s capabilities.
On the sidelines of the conference, Iranian officials visited one of China’s technology parks to become familiar with their technical capabilities and scientific achievements.
Iran and China formally signed the document in March 2021 for a comprehensive cooperation of 25 years.
The document was signed between Iranian Foreign Minister Mohammad Javad Zarif and Iranian Foreign Minister Wang Yii.
In December 2022, Iran and China completed 16 Memorandums of Understanding (MOUs) under the framework of the two countries’ strategic 25-year agreement.

Tehran explores a pathway to expanding scientific cooperation between the two universities.
Wednesday’s meeting focused on the exchange of professors and students, in-person, hosting virtual education programs, overseeing graduate students’ co-students, conducting joint research, establishing joint research projects, establishing technology parks and implementing previous agreements.
Authorities also proposed to plan short-term visits by Russian and Iranian students studying Persian and Russian at the University of Tehran and St. Petersburg, respectively.
Iran’s Russian university has promised to broaden relations
Based on a comprehensive agreement between Iran and Russia’s top universities, the two are committed to promoting long-term and constructive relationships in higher education, technology and innovation.
Establishing a secretariat for communication between universities in the two countries is one of the major measures taken. Of course, collaboration between the secretariat and the university must be more proactive than in the past in deepening scientific communication. It is expected that practical and effective measures will be taken to achieve a common goal.
In addition to fostering relationships, the main objective is to implement previously created agreements and open new opportunities for further cooperation. Therefore, the comprehensive Iran-Russia agreement opens grounds for implementing joint science and technology projects, promoting interactions between educational institutions, and strengthening scientific cooperation through the exchange of faculty, staff and students.
The contracting parties will promote the distribution of experience and information regarding regulatory activities in the areas of holding and holding scientific, technical and innovative activities, conferences, conferences, seminars, exhibitions and other scientific events.
Furthermore, the agreement suggests that both parties will promote and promote learning of official languages and the study of the literature, history and culture of others in higher education institutions.
