Gholamhossein Mohseni-eje’i worked on opening the 20th meeting of the head of the Justice Systems of SCO members in Hangzhou, China on Wednesday, where he touched on the challenges facing the global community.
He said the assembly is a great opportunity to expand legal and judicial cooperation among SCO members and adopt a “practical approach” to the challenges.
“The SCO Judicial Conference takes place at a time when the world faces serious challenges such as one-sided challenges, criminal use of communication and information technology, terrorism, human rights violations, threats to regional and international peace and security, and organized crime,” says Mohseni-Eje’i.
“The gathering of the highest judicial authorities of SCO countries provides a suitable platform for friendly discussions about legal and judicial cooperation and adopting practical, constructive and serious approaches to interaction and collaboration.”
The Iranian Attorney General also touched on the threat posed by terrorist groups, touching on international peace and security.
“The actions of terrorism and terrorist groups that threaten international peace and security, including some SCO members, have argued for and marched the lives of more than 23,000 innocent people in Iran’s Islamic Republic over the past 40 years.
“The criminal justice system of SCO members must work closely together to prosecute and punish these offenders and their advocates,” he said.
In addition to terrorism, some SCO members have been subject to unilateral sanctions by certain countries claiming to defend human rights, Moseni Ejay said.
“The imposition and enforcement of these sanctions is clearly in violation of international law, the United Nations Charter and a variety of human rights, including life, education, health, development and welfare.
“Therefore, SCO Member States must prioritize not only strengthening economic and commercial cooperation to combat sanctions, but also prioritize legal and judicial pursuits against those who impose and enforce sanctions, as well as support for victims of sanctions,” he said.
Mohseni-Eje’i said in the Gaza Strip that “the genocide and war crimes of the Zionist regime, which began in October 2023, remain unabated.”
“Reports show that the number of martyrs from these crimes exceeded 51,000, and more than 116,000 have been injured. More than 70% of the victims are women and children, with 2 million Gaza residents facing forced evacuation.”
Mohseni-ejei said that Gaza’s critical infrastructure has been completely destroyed, and no hospital, school, mosque or historic location is immune to the attacks and destruction of the regime.
“The perpetrators of these crimes travel freely to certain countries despite their pursuit of the international criminal justice system. The crimes of the Zionist regime blatantly violate human rights and humanitarian law, and unfortunately are fully supported by these countries,” he added.
The eight strategies proposed by the Iranian Attorney General are:
1-Establishing joint mechanisms such as the creation of “judicial information sharing platforms” among member states will strengthen judicial cooperation in combating cross-border crime, and form a joint task force to promote criminal prosecution and counter drug trafficking networks.
2- Harmony laws to combat terrorism by prosecuting terrorists and developing legal frameworks to prevent the misuse of cyberspace.
3-Developing judicial diplomacy in cybercrime will establish cyber committees, establish standards for collecting digital evidence, and conduct joint exercises to simulate cyberattacks and judicial responses.
4-Reduce commercial disputes by establishing the “SCO International Arbitration Centre” to address economic disputes.
5- Supports support with victims by strengthening protection laws, helping with criminal extradition, creating a shared database of human trafficking groups, and providing rehabilitation programs at the expense of NGO participation.
6- By protecting the environment, addressing cross-border environmental crimes such as waste trafficking and water pollution, adopting joint protocols for prosecuting environmental crimes, and establishing a network of surveillance for violations in border areas.
7- Exchange experiences of sensibility in the judicial system to improve the judicial system using the judicial system, hold the annual summit on digital transformation of the judicial system, and create an online training platform for judges on information technology.
8-To promote mutual understanding of legal systems to establish the SCO Legal Education and Research Center to promote mutual understanding of legal systems to enhance mutual understanding of legal systems, we will conduct training courses for judges and police on new crimes, conduct comparative research, and publish a joint journal on legal issues.
In July 2023, the Shanghai Cooperation Agency officially approved membership in Iran’s full-scale organization.
SCO is one of the world’s largest regional organizations, accounting for about a third of the world’s gross domestic product (GDP), about 40% of the world’s population and almost two-thirds of the entire Eurasian land area.
