Your Honor,
Based on instructions from my government, I am writing with reference to a letter dated March 17, 2025, from a permanent representative of Kuwait to the President of the Security Council. In this regard, I would like to inform you of the following:
– Paragraphs 41-45 of the above statement contain claims regarding the three Iranian islands of the Persian Gulf that constitute clear and unacceptable interference in the internal affairs of the Islamic Republic of Iran. These unfounded claims have been firmly rejected, and the Islamic Republic of Iran has strongly condemned them and completely condemned them. In this respect, the Islamic Republic government of Iran reaffirms its full and unquestionable sovereignty over Abu Musa, Greater Tamb and fewer in-situ Iranian Islands in the Persian Gulf. The opposite claim is considered unacceptable interference in Iran’s internal affairs and, as enshrined in the UN Charter, is a violation of the universally recognized principle of non-interference.
– With reference to paragraph 44 of the Statement of Forgery Names of the Persian Gulf, it must be emphasized that the “Persian Gulf” is the only historical and legally recognized name of the waters between the Islamic Republic of Iran and the Arabian Peninsula. This designation has been used consistently throughout recorded history and must be respected in accordance with international norms and historical accuracy.
– Regarding the unfair reference to Iran in paragraph 62 of the statement, it must be emphasized that Iran’s foreign policy is based on respect for those governing friendly relations and cooperation between states, including the principles of international law, particularly the principles of equality of sovereignty. In this context, the Islamic Republic of Iran has consistently pursued friendship with all of the Persian Gulf neighbors and the policies of good neighbours. This principled policy is rooted in full respect for the political independence and equality of sovereignty, mutual respect, constructive cooperation and dialogue of the state. Iran is firmly committed to the preservation of regional peace and security through the active and comprehensive involvement of all countries in the Persian Gulf region, and continues to sincerely support this approach.
– References to Iran’s nuclear program and defensive capabilities, including its missile program, in paragraphs 63-65 of the statement, are unfounded and irrelevant. Iran is fully committed to its obligations under the Convention on the Non-Proliferation of Nuclear Weapons (NPT), and its nuclear activities are strict for peaceful purposes in line with its inviolable rights under the Convention.
