The treaty was signed in Moscow on January 17, 2025 by Russian President Vladimir Putin and Iranian President Masuud Pezeshkian. According to the Ministry of Foreign Affairs, it marks “a major milestone in the history of bilateral relations, raising the relationship between the two countries with a new stage of comprehensive strategic partnership.”
The contract outlines the key directions for long-term cooperation across the priority sector, from international coordination to regional security.
The two countries are working to strengthen collaboration within multilateral organizations, promote the development of a multipolar world order, and jointly increase regional stability and address shared challenges and threats.
The ministry emphasized that the treaty reflects the “strategic choice” of leadership between the two countries, deepening friendly relations and goodwill ties, and serving the fundamental interests of the people of Iran and Russia.
According to a Russian statement, the main provisions of the contract are as follows:
The parties are committed to deepening and expanding relationships in all areas of mutual interest. Moscow and Tehran agreed to maintain commercial and economic cooperation and to cooperate closely in the implementation of joint military exercises. If one party is facing aggression, the other party should not support the invader. The two countries do not allow them to use their territory to support the separatist movement, which threatens the integrity of their territory. The parties oppose the imposition of sanctions and consider them to be internationally illegal. They refrain from participating in third party restrictions against each other and ensure that they do not use unilateral enforcement measures. Moscow and Tehran agreed to strengthen media cooperation to combat misinformation and negative propaganda. Countries will help each other in preventing natural and human disasters and work together to establish payment infrastructure independent of third countries. The gas pipeline from Russia to Iran has passed through the Republic of Azerbaijan, with the parties negotiating a pricing approach. Moscow and Tehran are interested in joint projects in the peaceful field of nuclear energy, including the construction of nuclear power plants. The parties will cooperate in combating international terrorism and other threats and challenges. The contract will be concluded for 20 years and will be automatically extended for another five years upon expiration of this period.
