On Thursday, the Islamic Republic of Iran’s Ambassador and Permanent Representative to the United Nations, Amir Saeed Iravani, wrote a letter to the United Nations Security Council regarding the pivotal role of the United States in Israel’s aggression against Iran.
Below is the full text of the Iranian ambassador’s letter.
I would like to draw the attention of you and the members of the United Nations Security Council to my letter of November 7 and the letter of November 11, 2025 from the Minister of Foreign Affairs of the Islamic Republic of Iran regarding the official statement of the President of the United States (S/2025/722-S/2025/743) acknowledging Washington’s leading role in the Israeli regime’s acts of aggression against the Islamic Republic of Iran. This is the official recognition of the United States reaffirming its direct participation with the Israeli regime in its illegal armed invasion of the Islamic Republic of Iran in June 2025. In a press release dated November 25, 2025, the U.S. Air Force for the first time publicly acknowledged its direct involvement in attacks on Iran’s safe and completely peaceful nuclear facilities in Fordow, Natanz, and Isfahan. “In June, the 34th Division was requested to escort a strike package containing B-2 Spirit bombers to attack underground nuclear facilities at Fordow, Natanz, and Isfahan during Operation Midnight Hammer,” the statement said. “On June 22, a formation of F-35s flown by pilots from the 388th Fighter Wing became the first aircraft to enter Iranian airspace, escorting B-2s to their target area.”
These revelations are further supported by the recent statement of US President Donald Trump on November 6, 2025, in which he openly acknowledged the responsibility and leading role of the US in the Israeli regime’s acts of aggression against the Islamic Republic of Iran.
The act of aggression carried out by the Israeli regime in coordination with the United States is directed at the sovereignty and territorial integrity of the Islamic Republic of Iran and is a blatant violation of Article 2, Section 4 of the United Nations Charter. The invasion involved deliberate attacks on civilians and civilian objects in flagrant disregard of fundamental principles of international law and international humanitarian law.
As emphasized in the aforementioned letter, the United States is obligated to fully compensate Iran and its people for the injuries caused by such violations, including all material and moral damages. This includes an obligation under established international law to compensate and compensate for the damage caused thereby. However, this admission also entails criminal liability for U.S. officials and individuals involved in serious violations of international humanitarian law, including crimes of aggression. The Islamic Republic of Iran therefore reserves the full and unequivocal right to seek to establish accountability of those responsible through all available legal means and to secure full compensation for all losses and damages suffered as a result of this internationally illegal act.
Given that the United States itself has acknowledged its role and responsibility in committing these international wrongs, the UN Security Council and the broader UN system cannot afford to remain silent. The Islamic Republic of Iran reiterates its call on the United Nations Secretary-General and the Security Council to take appropriate measures in line with their responsibilities to maintain international peace and security, to ensure accountability of both the United States and the Israeli regime for these grave violations, and to bring the perpetrators of these crimes to justice.
