Sa’eed Iravani, an ambassador to Iran and permanent representative of the United Nations, says that the abduction of four Iranian citizens by Israeli forces in Lebanon in 1982 was a blatant violation of international law and constituted a terrorist act under the 1979 international treaty.
Irabani commented on Saturday, the anniversary of the acquiring of four Iranian citizens. That is, Mukal Mokal Republic News Agency (IRNA) of Ahmad Motbaselian, Ahmad Motbaselian, Military Attache of Iranian Embassy in Beirut, Mosen Musabi, Lebanon’s Iranian Charge Dyer tribe, and Taki Lastgar Ahaikan visitor Zaiz Issy Eijan Ahaika.
Iranian diplomats made a statement to UN Secretary-General Antonio Guterres, President of the Security Council, Asim Iftihar Ahmad, and in a letter to Ellis Nicole Moschini, the mandate of the permanent committee of the International Committee of the Red Cross to the United Nations.

Your Honor,
Based on instructions from my government, I am writing to you on the 43rd anniversary of the acquiring of four Iranian people. Kazem Akhavan (from the Islamic Republic News Agency) – During the Israeli regime’s invasion of Lebanon and military occupation of Beirut, by the army belonging to Israel on July 5, 1982.
This planned and illegal act, as detailed in the previous newsletter dated July 7, 2008 (A/62/899 – S/2008/448), and dated July 6, 2023 (A/77/951-S/2023/501), was not an explicit infringement of the outstanding bleach of the 1961 Vienna Convention at the 1961 Depromatic Convention. An international treaty on the filming of hostages.
The Israeli regime’s continued failure to provide information about the fate of the adductees is a deliberate violation of its international obligations, causing permanent psychological and emotional suffering to the victim’s families. The Israeli regime has an unparalleled record of ignoring the fundamental principles of international law and international humanitarian norms, but on April 1, 2024, carried out a deliberate missile strike at Iranian diplomacy in another terrible violation. This blatant targeting of diplomatic facilities in the capitals of sovereign states enjoying full protection under international law represents another wilderness act by the regime.
These violations reveal persistent and intentional patterns by the Israeli regime acting in denial of international law, including the UN Charter, Vienna’s practices on diplomatic and consular relations, and customary international norms governing the invisibility of dipramatic representation and premises. Continuingly ignoring the binding norms of international law (Jus Cogens) binding legal obligations and mistrust poses a direct threat to international peace and security.
The Islamic Republic of Iran is entirely responsible for the Israeli regime and its enablers to acquise the people and acquire hostages, and continues to pursue the most serious issues through all relevant international mechanisms.
While appreciating the Lebanese government’s efforts to follow up on the case of four aided Iranian diplomats, including formal communication with the Secretary-General of the United Nations in September 2008, the Islamic Republic of Iran again calls to take Lebanese authorities, the Secretary General of Un, the Lebanese authorities that take the international committee, and other international bodies. It clarifies the fate of the accused diplomat.
In light of the continued suffering of the victims’ families and the continued immunity of the Israeli regime, Iran repeats its call – the first was made in a letter dated February 11, 2009 (S/2009/91).
I would appreciate it if the current letter could be distributed as a Security Council document.
