Amir Seed Irabani, ambassador to Iran and permanent representative of the United Nations, was scheduled to release a statement in the UN Security Council emergency on Thursday. However, time constraints and the structure of the meeting prevented the Iranian delegation from presenting its statement.
The time spent speaking during the session was allocated to two political parties primarily involved in the conflict: Qatar and the Israeli regimes, as well as delegations sent from capitals such as Turkey and the United Arab Emirates. Representatives from regional blocs, including Türkiye, were also given floors on behalf of the organisation of Islamic cooperation. However, countries such as Saudi Arabia, Kyrgyzstan, Bahrain, Oman and Iran were not given the opportunity to speak.

Thank you, President, for convening this emergency meeting. Assuming the Security Council presidency this month, please allow me first to expand the celebrations to South Korea.
We also praise Panama for his successful leadership and valuable contributions during his presidency in August. At this meeting, we welcome the presence of Qatar’s state foreign minister and minister.
We would also like to thank Algeria, Pakistan and Somalia for requesting and supporting this meeting. We would like to express our gratitude to USG’s DiCarlo for her valuable briefing. We are in line with a statement delivered by turkey representatives on behalf of OIC Member States.
We reaffirm the principled and unwavering position of the OIC, rooted in its charter, strengthened through serial summits and ministerial resolutions, and firmly reject attacks on member states’ sovereignty and security.
The most recent expression of this position was a resolution adopted at the 51st session of the OIC Foreign Ministers’ Council, held in Istanbul on June 22, 2025. The resolution clearly and strongly condemned the US and Israeli armed attacks on Iran, calling on the Security Council to urgently address serious threats to international peace and security, and take decisive measures under Chapter VII of the Charter to halt the attacks under Chapter VII of the Charter.

Iran’s Islamic Republic strongly and explicitly condemned the terrorist and armed attacks committed by the Zionist regime against Qatar, resulting in martialism and injury to several Palestinians and Qatari civilians, expressing solidarity and support of the Iranian Republic of Iran.
Iran firmly supports Qatar’s right to self-defense under international law and the UN Charter, and has taken all the political, diplomatic and legal measures necessary to respond to such reckless violations and protect the integrity of its citizens, sovereignty and territorial integrity.
The Israeli regime’s military attacks on Qatar constitute a blatant violation of the UN Charter and the fundamental principles of international law.
The continued massacres of the Israeli regime in occupied Palestine, repeated attacks and terrorism on Lebanon, Syria and Yemen, criminal attacks on Iran and now military attacks on Qatar show that the regime poses an immediate and genuine threat to regional and international peace and security.

On June 13, Israel launched a massive, unprovoked 12-day war with Iran’s Islamic Republic, equipped with national support and American arms, targeting civilian infrastructure and peaceful nuclear facilities under the IAEA safeguard. Despite three emergency meetings, this council failed to act – paralyzed by unconditional protections in the United States. This failure boldly spurred Israel, a rough regime, to survive in crime throughout the region with complete immunity.
By ignoring its mission, it is unfortunate that the Security Council has effectively normalized Israeli crimes in Gaza and criminal attacks in Yemen, Syria, Lebanon, Iran and now Qatar.

The Zionist regime’s criminal prime minister openly threatened other countries in the region with aggression and explicitly declared that Israel would launch an attack where Hamas political leaders existed. If the Security Council fails to act today, another country will inevitably be added to Israel’s attack list, and this administration will once again carry out the attack with full immunity.
Therefore, the Council cannot remain silent in the face of such blatant acts of aggression.
• We determine that Israel’s illegal use of armed force and armed attacks constitutes an infringement of peace and acts of aggression under Article 39 of the Charter.
– Strongly and clearly condemn these offensive acts.
– Israel is entirely responsible for violations of Qatar’s sovereignty.
– Warn that repetition will cause enforcement action. and
• The silence of military, intelligence, logistics, or political support, or not condemning such attacks reveals protest against the accomplice of aggression.

The Council’s failure to act at this critical point would constitute a deeper scope of responsibility and betrayal of the principles in which the United Nations was established. Omissions only involve invaders and undermine international law, sending dangerous immunity messages around the world.
We believe that ending the Zionist regime wars and atrocities across the region, particularly in Gaza and occupied Palestine, requires unity and concrete coordination of the countries of the region, including the disconnection of all economic and diplomatic ties with this regime.
Iran highlights the urgent need for critical action by regional countries and the international community, and emphasizes that the administration is responsible for the persistent and terrible violations of international norms.
