In response, Iran exercised its inherent right to self-defense, as stated in Article 51 of the UN Charter. However, Iran consistently emphasized that military action is a measure of last resort, with its primary objective remaining its sovereignty and civil protection.
Following the halt of hostility, Iran has launched a comprehensive diplomatic and legal campaign to deal with the attack and seek justice.
Letter to the United Nations: After the war ended, Iranian Foreign Minister Abbas Aragci sent a formal letter to the UN Secretary-General and the President of the Security Council. These letters condemned the attacks by Israel and the United States, highlighting violations of international law and the UN Charter. Iran sought accountability and urged the international community to support the principles of sovereignty and non-attack.
Statement at International Forum: Iranian representatives issued statements at various international forums, including the Islamic Cooperative Organization (OIC), condemning aggression and calling for collective action to support international law.

On September 9, 2025, Iran’s Foreign Minister Abbas Aragci and IAEA Director Rafael Grossi signed an agreement to resume nuclear cooperation in Cairo under a new framework. The recent agreement with the IAEA marks an important step in restoring trust in the nuclear sector and resuming cooperation.

The agreement was signed during a three-hour meeting with Araguchi and Grossi in Cairo. Iran and the IAEA previously negotiated three rounds in Vienna and Tehran, trying to find a practical way.
The UN Director-General of Nuclear Energy described the new agreement as “an important step in the right direction,” but said its full content would not be published anytime soon.
The IAEA said the new agreement would provide access to inspectors at all Iran’s nuclear facilities, including those bombed by Israel and the United States during the June military attack on Iran’s Islamic Republic.

Despite possessing a clear military advantage following a 12-day imposed war with the Israeli regime, Iran has chosen to accept the US-supported ceasefire proposal. The decision reflects Iran’s longstanding policy of prioritizing diplomacy over further escalation.
