He made his remarks at the 69th IAEA General Conference. This was held in Vienna with senior representatives of member countries.
He said the conference defends Iran’s rights and anticipates misconduct by the Zionist regime and the United States.
“On Friday, June 13th, the Zionist regime launched a military attack on my country. Israel targeted protected nuclear facilities,” the Iranian nuclear chief said. “The whole world has witnessed Iran’s proud army shattering criminal adoration and hegemony, giving an overwhelming response to the (Israel) regime and the United States. If they make another mistake, Iran’s response will be crushed even further.”
The head of the Atomic Energy Agency said that Iran’s nuclear science and knowledge will not be destroyed by military operations, aggression and fear, saying, “The goal of the Zionist regime’s operations to kill children is not only to destroy Iran’s nuclear facilities, but to constantly destroy the path of diplomacy and peace.”
He called Israel’s attacks on Iran an unprecedented violation in IAEA history, a blatant violation of Article 2(4) of the UN Charter, and several UN Security Councils and IAEA resolutions.
Eslami further criticized the UN Security Council and the IAEA Committee for failing to adopt a firm stance against these attacks due to US political pressure, claiming that this seriously hurt the non-proliferation and protection system.
“The cooperation with Iranian agencies is extensive and consistent. The latest Director’s report prior to the attack (GOV/2025/25) establishes no violations of Iran’s safeguards or diversions of nuclear material, despite serious considerations regarding its content.
He unfortunately added in the so-called comprehensive report that the IAEA Director has not even made a single mention of the 2015 “final assessment” and the governor’s resolution government government’s government 2015/72. “It’s as if it completely ignores such a resolution,” the agency itself mentioned the resolution in a letter to Iran regarding its verification activities. “The recent Director’s report confirms that testing and verification activities have been suspended as a direct result of the aggressive actions taken by the US and Israeli administrations on protected nuclear facilities. Therefore, it must be emphasized that the agency’s nukes are misused through Isage’s nuclear facilities. In response to the significant changes in the security environment created by these military attacks, this does not imply a withdrawal from the NPT.
“I have to acknowledge that what happened to my country is unprecedented in the history of safeguards. The Safeguard Agreement does not foresee the way interaction continues under extremely important conditions following attacks and ongoing threats on nuclear facilities and sites. The agency and Iran are specially designed to deal with the exceptional and unprecedented situations created by the aforementioned attacks.”
Elsewhere in his remarks, Eslami referred to the Joint Comprehensive Action Plan (JCPOA), saying the deal could be an example of diplomatic success, particularly for the international community. “Even after a year and an illegal re-challenges of the US unilateral withdrawal from the JCPOA and sanctions, Iran fully implemented this agreement, as confirmed in the reports of 15 consecutive directors. We approached the ending date of the JCPOA on October 18, 2025, and once again witnessed attempts by three European countries involving illegal and unfounded activation of the so-called “snapback mechanisms.” “He emphasized that this procedural abuse of multilateral mechanisms is not only illegal, but also the rule of law and the ock of the texts of Resolution 2231 and the JCPOA.
He went on to say that the three European countries that never comply with the JCPOA obligations and continue to benefit the Iranian state have no right to exempt themselves from negligence while taking the stance as Iranian creditors. “They are notorious for making malicious and mischief. Any attempt by the three European countries to restore provisions of the UN Security Council resolution that was terminated under resolution 2231 is invalid and has no legal effect. Resolution 2231 must expire accurately according to the October 18th, 2025 schedule.”
“Iran will not succumb to pressure, nor will it waive any inherent legitimate rights under the NPT and international law. We call on the international community to oppose these obvious contradictions and to support the principles of sovereignty, the absence of force, and the peaceful reconciliation of conflict, psychological or military pressure.
Eslami opposed this unprecedented challenge by defending the principles of the UN Charter and was deeply grateful to the members who stood on the right hand side of history.
Eslami is highlighted in this crisis, emphasizing that Iran is standing as a distressed claimant rather than a criminal offender. It is a dangerous precedent, and the risk of normalizing illegality while eroding the very foundations of an international order being built. ”
“In this regard, Iran has submitted a resolution aimed at serving the international community. This draft is fully compliant with its laws and fully based on the protection of the agency’s mission, in compliance with international law and the fundamental principles of the UN Charter. An illegal attack on nuclear facilities is its responsibility to resist attempts to justify or justify such illegal attacks and to firmly defend the common and fundamental principles of the international community.”
He concluded that it must be opposed and condemned by Member States, including recent threats by the US in this regard, political pressure on the country and instrumentalization of institutions through various means, including pressure on its budget.
