Statement by

Before UNSC stakeout
(New York-19 September 19, 2025)
The Security Council had just voted for a resolution submitted by the president to continue the termination of sanctions on Iran. Action today was forced by the US, UK and France. It undermined the council’s fairness and reliability. Iran’s position is clear. Dialogue and diplomacy are essential to prevent escalation.
Resolution 2231 must expire as agreed.
E3’s attempt to reimpose sanctions is unfounded, illegal and unjust.
Iran rejects and condemns illegal E3 notifications. Bypasses the JCPOA’s dispute mechanism, with no legal basis and invalid.
Those who did not respect their commitment cannot misuse Resolution 2231 to impose snapback sanctions.
This move is political abuse of the process. It was in the United States that left the JCPOA. It was E3 that failed the obligation. And it was US-backed Israel that attacked Iran’s protected nuclear facilities.
Instead of condemning the attack, E3 defended it. And now they are punishing Iran. Iran’s nuclear program is peaceful and under IAEA safeguards.
Iran is constructively involved with the institution. Europe misused these efforts to increase pressure.
The split vote indicates that there is no consensus in the council.
This decision weakens diplomacy and risks dangerous consequences for non-proliferation. Action today is rushed, unnecessary and illegal. Iran is not aware of its obligation to implement it. The responsibility for this serious outcome lies directly in the US and E3, which produced allegations against Iran, while enabling Israeli criminal attacks on Israeli facilities. This unconsensus law weakens councils, undermines diplomacy and puts non-proliferation regimes at stake.
Iran’s nuclear program will not be destroyed by bombs, stopped by sanctions or diverted from its peaceful path.
The door to diplomacy is not closed, but Iran chooses who and what issues it attracts.
thank you.
