TEHRAN – Amir Saeid Irabani, the UN’s permanent representative of Iran, underscored Iran’s long-standing commitment to protecting Afghanistan migrants and refugees during a UN Security Council briefing on the “Afghanistan situation.”
Irabani highlighted the significant burden Iran has been burdened, especially after the sudden withdrawal of the US from Afghanistan in 2021.
In his remarks, Irabani said Iran’s policies towards Afghanistan’s refugees and immigration remain rooted in humanitarian principles. For more than 40 years, Iran has provided refuge for millions of Afghans. “Legal immigrants in Afghanistan are not facing restrictions in Iran, and the Iranian consulate will issue 5,000 visas every day,” the envoy said.
In response to Afghanistan’s worsening humanitarian crisis, Irabani urged donors to seek greater international support and respect their commitment to humanitarian assistance. “Due to security concerns, including the threat of terrorists, Iran will repay those who enter illegally. Let’s be clear. Neighboring countries should not hold this responsibility without support from the international community. Iran and Pakistan need sustainable and meaningful support. The international community must take concrete action beyond rhetoric,” the ambassador said.
He also highlighted the release of Afghanistan’s frozen assets and the need for a responsible financial mechanism to support the Afghan economy.
Irabani expressed concern over the security situation in Afghanistan and noted the threat posed by terrorist groups such as ISIL-K. He called on de facto Afghan authorities to prioritize counter-terrorism efforts and to prevent the country from becoming a safe shelter for terrorism.
The Iranian ambassador also highlighted the dire situation for women and girls in Afghanistan, urging the de facto authorities to reverse policies that restrict their rights and access to education and healthcare.
In addition to his remarks on humanitarian and security challenges, Irabani highlighted his continued involvement with Afghanistan through both bilateral and regional efforts. He emphasized Iran’s continued commitment to peace, stability and reconstruction in Afghanistan, calling for the establishment of an inclusive and representative government.
“A stable future can be achieved through sustainable international support and shared responsibility. A step-by-step approach within a clear roadmap will help you rebuild trust and security,” he said.
As the update of the UN support mission in Afghanistan (UNAMA) mandate approached, Irabani reaffirmed Iran’s support for the mission and reaffirmed the special representative of the Secretary-General in carrying out its responsibility. He urged the Security Council to ensure that Unama has the resources necessary to effectively address Afghanistan’s challenges.
Afghanistan tackles a variety of economic, social, political and safe challenges. The withdrawal of international aid following the Taliban’s acquisition also exacerbated the humanitarian crisis there.
