The announcement was made by Vice President Delsy Rodriguez. He said the measure would “act as heads of state” with “trying to “attack” a South American country and “defense and security issues.”
“It will activate all plans for civil security. It will activate militias in the country’s integrated defense system. It will protect the territorial integrity and population integrity, as it closes the boundaries of land, sea and air,” she added.
The Miami Herald said under Article 338 of the South American Constitution, the declaration of “outside national turmoil” allows the government to suspend certain constitutional guarantees to address foreign threats.
Measurements can last up to 90 days and can be updated once. It must be approved by the Council of Ministers, submitted to the Parliament and reviewed within eight days by the Constitutional Office of the Supreme Court. All such institutions are controlled by officials who are friendly to the government.
“As an authorities, we are responsible for not allowing these expressions on our territory. Those seeking criminal blockade for invasion, invasion, cannot be called Venezuelans. These expressions cannot be permitted. Therefore, this state of exception is clear about the president’s ability to defend Venezuela’s security and peace,” concluded Rodriguez.
