“If a snapback occurs tomorrow, the situation surrounding Iran’s nuclear program will be much more complicated to put very calm. Understanding the logic of E3 is very difficult and in practice impossible.
In another post, the Russian envoy welcomed Iran as head of the International Atomic Energy Agency (IAEA).
“IAEA activities in Iran have resumed at the Bucher Nuclear Power Plant. Again, Tehran has proven to be a responsible partner of the agency after an outrageous military attack on Iran’s peaceful nuclear facilities under IAEA safeguards,” Hay said.
The snapback mechanism, built into UN Security Council resolution 2231, which approved the Joint Comprehensive Program of Action (JCPOA), allows participants in the nuclear agreement to restore UN sanctions against Iran if they claim Tehran is a “significant non-performance.”
Iran claims that the US, which unilaterally withdraws from the JCPOA in May 2018, has confiscated its right to trigger mechanisms, but the European trio has lost its status after years of failing to respect its commitment.
Tehran has repeatedly argued that invoking snapbacks by parties violating the JCPOA does not have a legal basis and constitutes a serious violation of international law.
