According to a press release from the Ministry of Finance, the two countries have agreed to establish a “US-Ukraine Reconstruction Investment Fund,” calling it an “economic partnership.” The statement did not include details regarding the contract.
Ukraine’s Minister of Economic Development Yulia Svyrdenko confirmed that she had signed the contract. In a series of posts on X written in Ukrainian, she described it as a 50/50 partnership between the US and Ukraine, which includes the development of minerals, oil and gas projects.
She said the deal would be funded through direct investment, future US aid and revenue from new mineral licensing transactions, and would not set Ukraine’s debt obligations.
According to the Ukrainian fact sheet, the US has contributed to the fund “through direct financial inputs or new military aid” and “consensus is focusing more than US military aid.” Ukraine will donate 50% of its future royalties, not existing, with oil, gas and mineral licenses.
