Two senior police officers who spoke on condition of anonymity told The Associated Press that at least 20 bodies have been recovered after multiple gunmen fired on dozens of tourists since Tuesday.
Officers said at least three dozen others have been injured and many are in serious condition.
The attack took place in South Kashmir’s Pahargam region, a scenic destination dotted with pastures and glaciers that attract hundreds of thousands of Indian and foreign tourists every summer.
Its tourists have increased over the last year as radical violence in the Kashmir region, which is being fought between India and its neighboring Pakistan, declined.
