Mohammadreza Moradi, director of the Mohammadreza Moradi Mehr News Agency of Mehr News Agency, said, “Israel adopted a systematic strategy to restructure regional order in the Middle East between 2023 and 2025. This approach is based on a redefine regional relations and aims to establish Israeli hegemony through targeted military operations and dilap pressures.
“This approach is based on a redefine regional relations and aims to establish Israeli hegemony through targeted military operations and diplomatic pressures. Previously, this strategic change has been reviewed, from the “Israel Shift Strategy: Grass Mowing” to the “Complete Winning” strategy. This approach began with Israel’s attack on Gaza on October 7, 2023 and expanded to operations against Hezbollah, Syria, Iran and what is now Qatar. Israeli Prime Minister Netanyahu is trying to send a message with support from US President Donald Trump, saying, “Israel does not see boundaries and cannot stop them.”
Perhaps when Israel attacked Iran in June 2025, some Arab countries were not only unsettled, but also satisfied that their major rivals were attacked by Israel. But this was the beginning of a strategic mistake in the region. The story, which began in October 2023, has yet to reach its final page.
The Gaza War was the starting point. According to a UN report, more than 62,000 Palestinians have been marched by the Israeli regime in Gaza, and the biggest crimes are currently occurring in Gaza.
Netanyahu described the Gaza War as an opportunity to rebuild the Middle Eastern order, where Israel must become Hegemon. After Gaza, Lebanon’s Hezbollah became his next target. Former Hezbollah chief Syed Hassan Nasrara and many Hezbollah leaders were assassinated by Israel, and repeatedly attacked by Israel in the southern and central regions of Lebanon. After numerous surgeries in Lebanon, Netanyahu declared that “the enemy is no longer breathing.” The victory helped the collapse of former Syrian Bashar al-Assad president in December 2024, saving Israel from a strategic threat from the north. However, Israel’s new strategy was on display when it attacked Iran in June 2025. The administration has demonstrated a new stage of change in regional strategy by attacking Natanz, Fordau and Isfahan and assassinating Iran’s top IRGC commanders.
Meanwhile, the Arab leaders remained on the sidelines, somehow trying to protect themselves from the “birth of this new order that Netanyahu had envisioned” and pass safely. This was the starting point for a fatal mistake in the Arab world. The attack on Qatar is like a warning to the Arab countries. This was the first Israeli attack on Sheikhumz in the Persian Gulf, indicating that even US allies were not safe. Trump had threatened Hamas two days ago to accept the ceasefire plan, but Israel has turned the diplomatic table into a trap.
The attack reveals fundamental changes in Israel’s military doctrine. It crosses traditional geographical boundaries and ignores diplomatic rules. Arab countries believe that the Abraham Agreement (2020) will keep them safe. But this is an illusion. Israel attacks someone along the way to shape its preferred order. The UAE, Saudi Arabia, Kuwait and Bahrain are supposed to distance themselves from this strategic mistake. Abraham’s agreement is fragile. Even if your country is the largest US military base in the region, you are still not safe. This was a message Israel sent to the region in the Doha attack. An Arab-Iranian alliance is needed to fail to create the “new order” or the Middle East that Israel wants, change the geography of many countries in the region, and create a troubled Middle East.
