Etemad is the head of AEOI before the Islamic Revolution in 1979 and is recognized as the founder of the organization.
He continued his studies in electrical engineering at the University of Lausanne in Switzerland before the revolution.
Etemad then worked at the Atomic Research Center at the Swiss Federal Institute. The results of his research were a doctoral dissertation that he submitted to the University of Polytechnic in Switzerland and consulted by the International Atomic Energy Agency for his expertise.
He returned to Iran in 1965 and was tasked with establishing the Atomic Energy Bureau, a planning and budget organization, one year later, and managing the position he served until 1967.
In 1968, Etemado was appointed first director of the Institute for Science Education and Research Projects, the equivalent of the National Centre for Science and Education (CNRS) in France.
