The diplomat said that since March 2022, the Western participants in the Joint Comprehensive Plan of Action (JCPOA) – the UK, Germany, France and the US – had made a number of fundamental mistakes, ultimately leading to the impasse.
He said European countries effectively abandoned negotiations to restore the nuclear deal in spring 2022, and the United States followed their example a few months later.
Mr. Ulyanov recalled that this incident occurred just as JCPOA restoration negotiations were entering the final stage. He added that European countries have since repeatedly escalated tensions over Iran’s nuclear program at the IAEA.
As a reminder, UN Security Council Resolution 2231, the document that approved the Iran nuclear deal in 2015 and defined the mechanism for international monitoring of its implementation, expired in October.
The three European participants in the JCPOA illegally invoked Resolution 2231, which approved the JCPOA’s lifting of sanctions against Tehran in October.
