Iran’s Permanent Representative to the United Nations, Amir Saeed Iravani, said on Friday (local time) that the UN Charter, the foundation of international law and multilateralism, is under serious threat due to continued acts of aggression, impunity and political manipulation of UN institutions.
He pointed to two significant incidents that required the Security Council’s special attention. The first is an act of aggression committed by the Israeli regime against regional countries, including Iran, on June 13, 2025, when the Israeli regime, with direct support and participation from the United States, launched a large-scale, unprovoked war against the Islamic Republic of Iran. He stressed that the Security Council’s continued silence and failure to respond to such blatant violations not only emboldens the aggressors but also has serious consequences. It shakes the foundations of the United Nations Charter.
He went on to say that a second, equally alarming incident involved the deliberate abuse of UN Security Council powers by the three European parties to the JCPOA, acting under pressure and guidance from the United States. Their failed attempt to trigger the so-called “snapback mechanism” under resolution 2231 (2015) – a groundless and illegal move to reimpose terminated sanctions – is a clear violation of established procedures and contrary to both the letter and spirit of resolution 2231 and the JCPOA. This politically motivated action, which is categorically rejected by many members of the Council, including the two permanent members, and the wider international community, in particular by the 121 member states of the Non-Aligned Movement, is invalid and has no legal validity.
The Iranian envoy stressed that the decline in confidence in the United Nations stems not from its principles, but from its inability to defend them fairly and honestly.
He said the UN Charter would lose its meaning and the Security Council’s credibility would be undermined if aggression went unpunished and unilateralism replaced dialogue and multilateralism.
Mr. Iravani concluded by stressing that rebuilding trust requires UN Member States to reaffirm the primacy of the Charter and their commitment to true multilateralism based on equality, mutual respect and the rule of law.
He concluded that the Security Council must discharge its main responsibilities fairly and effectively and ensure that no member state can use or manipulate the body for political or unilateral purposes.
