In a letter to the UN Secretary-General Antonio Guterres and the UN Security Council’s President Eloi Alfaro de Alba on August 4, Sayed Irabani reaffirmed Iran’s complete and unquestionable sovereignty over the island of Abu Musa in the Persian Gulf, the larger Tambus, and the island of Lesser Tambus.

In the name of God, the most compassionate and most merciful
Your Honor,
Regarding my government’s instructions, I am writing in connection with a letter dated June 10, 2025, from a permanent representative of Kuwait to the President of the Security Council. The statement contains unfounded references to Iran’s Islamic Republic. In this regard, I would like to set the position of the Islamic Republic of Iran as follows:
1. Paragraphs 35-39 of the above statement contain claims regarding the three Iranian islands of the Persian Gulf that constitute explicit interference in the internal affairs of the Islamic Republic of Iran. These claims have been firmly rejected, and the Islamic Republic of Iran has completely condemned them. In this respect, the Islamic Republic government of Iran reaffirms its full and unquestionable sovereignty over Abu Musa, Greater Tamb and fewer in-situ Iranian Islands in the Persian Gulf. The opposite claim is considered unacceptable interference in Iran’s internal affairs and, as enshrined in the UN Charter, is a violation of the universally recognized principle of non-interference.
2. Paragraph 43’s claim regarding the Arash Field is denied deficiently. Iran’s right to sovereignty over this shared area is firmly established under international law, based on historical qualifications and documented records of past negotiations. The Islamic Republic of Iran has consistently argued that exploration and exploitation must be based on mutual agreement between Iran and Kuwait. Unilateral actions or claims have no legal influence under international law and constitute a violation of Iran’s sovereignty. Such actions are illegal and opposed to the principle of equal sovereignty and the fair use of shared natural resources. Iran is once again inviting Kuwait to be constructively involved in negotiations to reach a sustainable, mutually beneficial and legally sound agreement.
3. With regard to the unfair reference to Iran in paragraph 51 of the statement, it must be emphasized that Iran’s foreign policy is firmly based, in particular, on the principles of international law governing friendly relations and cooperation between states. In this context, the Islamic Republic of Iran has consistently pursued good neighbors and all of the Persian Gulf neighbors. Iran is firmly committed to strengthening regional cooperation to maintain peace and security in the region.
4. The reference to Iran’s peaceful nuclear program, including missile programs, and its defensive capabilities, including its missile programs, is not structural and irrelevant. The unprovoked war of attacks in June 2025 was carried out by the Israeli regime and the US against Iran, reintroducing the real source of instability in the region, including the IAEA’s protected nuclear facilities. The war further emphasized that Iran’s defensive capabilities are not only essential to maintain their own security, but also serve as a guarantee to curb the expansionist and criminal policies of the Israeli regime in the wider region.
