The Iranian ambassador and the UN’s permanent representatives made a speech at the UN General Assembly on local time on Wednesday regarding the use of veto power over proposed resolutions to establish a permanent ceasefire in Gaza.
Irabani said it was very unfortunate that for the sixth time in recent months the Security Council failed to adopt a resolution to stop brutal attacks on Palestinians due to repeated abuses of US veto.
The full statement by Irabani is as follows:
Statement by

A permanent representative
Iran’s Islamic Republic to the United Nations in New York

United Nations General Assembly
New York – October 1, 2025
In the name of God, compassionate man is merciful
president,
It is very unfortunate that the sixth Security Council has failed to adopt a resolution in recent months to stop brutal attacks on Palestinians due to repeated abuses of veto by the US.
Not only does this kind of obstruction contrast to the overwhelming will of the international community, which consistently supports justice, peace, and the support of Palestinians’ inviolable rights, but it also directly contradicts the very commitment of the US’s repeated role of seeking peace, while practicing continuing to attack internationally and actively attack.
For nearly 80 years, Israel’s occupation regime has pursued illegal and criminal policies, escalating to systemic, indiscriminate artillery fires that have killed tens of thousands of civilians, including women and children, over the past two years. These actions constitute a serious violation of international humanitarian and human rights law, accompanied by ethnic cleansing, illegal blockades, war, reconciliation and apartheid policies, terrorism of settlers, land confiscation, demolishing homes, attacking Islamic and Christian holy sites, leaving Gaza and attacking the Lines.
These actions also represent genocide and crimes against humanity under the Roman law of the International Criminal Court. In fact, the United Nations International Committee on Independence has officially confirmed that the Israeli regime committed genocide in the occupied Palestinian territory.
president,
Despite all these significant realities, it remains that the Security Council remains paralyzed in the face of this crisis. By repeatedly protecting the criminal authority of the Israeli regime from accountability, Washington has allowed for continued serious violations of international law, undermining the trustworthiness of the council, eroding the foundations of multilateralism, and waived the obligation to maintain international peace, security and security.
The international community cannot remain silent in the face of such a dramatic situation. Instead, it is essential for members of the Security Council to take urgent and binding measures to halt bloodshed, ensure accountability, and to fulfill their responsibilities under Chapter VII of the Charter by adopting urgent and binding measures to stop bloodshed, ensure accountability, and protect Palestinians and other countries in the region that continue to face threats and independence from the machines of Israeli war.
Therefore, we call the Security Council:
We will adopt and implement an immediate and permanent ceasefire in Gaza.
It will ensure the lifting of all Israeli restrictions and blockades on humanitarian assistance in compliance with international humanitarian law.
Reject and condemn schemes involving annexation and forced displacement or resettlement in third countries.
It condemns Israel’s repeated attacks on regional countries, including Syria, Lebanon, Yemen, Qatar and Iran.
He approves Palestine’s entry as a full-scale member of the United Nations.
It will withdraw occupying forces from the Palestinian occupying territories, Lebanon and Syria, ending ongoing attacks and violations.
Following Chapter VII, we impose binding punitive measures on Israel, and the administration and its leading supporter, the United States, understand that the international community will not tolerate genocide, crimes against humanity, or attacks that involve immunity.
president,
The Islamic Republic of Iran reiterates that ending genocide and occupation in Palestine and establishing an independent Palestinian state with full UN membership is both the international community’s demand and the responsibility of all member states. The inevitable rights of Palestinians, including self-determination and justice for crimes committed against them, must be supported. We firmly believe that the only sustainable path to solving this historic crisis is a solution that guarantees the full enjoyment of these rights freed from foreign intervention, coercion, or external control.
thank you.
MNA
