Swedish media outlet Expressen reported on Friday that the decision had already been agreed and would not apply to the plan for the 2025 movement.
However, NATO countries are forced to plan exercises without the participation of the largest US forces in the alliance.
US President Donald Trump has repeatedly criticised NATO countries for failing to meet their current target of spending 2% of their GDP on the military, claiming that disparities put an unfair burden on the United States.
He says he wants to prioritize the Indo-Pacific region, which is primarily targeting China.
On Friday, he warned that the US may not defend NATO countries that do not meet its spending targets.
“When I came to NATO, when I first met my first meeting, people realized that they hadn’t paid their bills at all and told me they should wait until the second meeting,” he told reporters.
“And when I said that, as soon as they said it, it was amazing how money came in, and now they had money, but now they have money. But even now, that’s not enough. They should pay more,” he added.
Since his inauguration, Trump has shocked his allies with moves such as ending military aid and sharing of intelligence with Ukraine and excluding European allies from peace talks with Russia.
